DexCentral, a maritime software platform built in Australia by the team behind Charter Fleet Marine, has opened its design-partner programme to a limited number of ship management fleets after three years of development.
The platform addresses a problem familiar to almost every ship manager: operational data fragmented across disconnected systems. Crewing runs in one application, planned maintenance in another, procurement in a third — and the gaps between them are filled with spreadsheets, shared inboxes and WhatsApp groups. Every handoff between departments becomes a re-keying exercise, and every audit becomes an archaeology project.
DexCentral consolidates seven core functions into a single system: HR and crewing, vessel management, operations and technical, finance, QHSE, warehouse, and purchasing. Rather than presenting one generic dashboard, the platform delivers 37 role-specific portals, so a crewing coordinator, a technical superintendent, a payroll administrator and a managing director each work in an interface built for their actual responsibilities.
Extending the system beyond the office
Three of those portals face outside the management company. The Manning Agent Portal gives approved crewing agencies a structured workspace to submit candidates with complete document packages, coordinate reliefs and track deployment status — moving that traffic out of the crewing inbox. The Port Agent Portal connects agents worldwide into the operations thread, handling pre-arrival instructions, crew-change logistics, PSC and ISPS reporting, and disbursement account submission against a documented workflow rather than an email chain.
The third addresses a constituency that maritime software has historically overlooked. The Seafarer Self-Service Portal gives every mariner in a company’s pool secure access to their own payslips, allotment confirmations, certificate expiry dates, leave applications and joining instructions from any device — reducing the administrative load on shore staff while giving crew the transparency that increasingly influences retention.
Compliance as a by-product of the workflow
With CII scoring, EU ETS reporting and FuelEU Maritime obligations now layered on top of established ISM, MLC 2006 and STCW requirements, compliance reporting has become a significant operational cost in its own right. DexCentral generates that reporting from data already captured in daily operations — certificate matrices, rest-hour records, bunker liftings, PSC findings and audit non-conformities — rather than requiring a separate compilation exercise each reporting period.
Access is governed at five simultaneous levels: platform, department, module, vessel and action. Every entry is time-stamped and user-attributed, producing an audit trail ready for flag state, class society, P&I and financial review without manual preparation.
An honest position on maturity
DexCentral has been in development since January 2023 and is not yet running a customer fleet — a point the company states openly rather than claiming traction it does not have.
“We would rather be straight about where we are,” said Gary Glover, founder of DexCentral. “We have built the system we believe ship managers actually need. What no amount of development substitutes for is a real operation running on it and telling us where it breaks. That is what the design-partner programme is for.”
Design partners receive the complete platform, direct access to the development team, and influence over the product roadmap. Implementation follows a four-stage process — workflow mapping; data migration and validation; configuration and permissions setup; then training and go-live — with a target go-live of four to six weeks.
“Ship management is not a generic enterprise problem,” said Ganesh Yenugandhula, co-founder. “The people who understand it best are the ones running fleets today. We would rather build the next version with them than for them.”
