Eyemouth aims to anchor Scotland’s Maritime future with £250m Harbour vision   Eyemouth, the most southerly commercial port on Scotland’s east coast, is poised for its most significant transformation in more than a century, with ambitious plans to develop a new £250 million deep-water harbour as part of the Eyemouth Harbour Masterplan—positioning the town as a vital hub in the UK’s offshore wind and marine economy. Backed by the UK Government’s Shared Prosperity Fund and led by Eyemouth Harbour Trust (EHT), the Masterplan sets out a strategic vision for the next 50 years, anchored by the proposed development of a new deep-water harbour facility designed to serve multiple industries, from offshore wind energy transition and fishing to marine leisure, cruise and cargo. The new infrastructure will comprise 700m of quayside berthing, 10m water depth and two hectares of laydown space. There will also be opportunities to develop mixed-use development land owned by the local authority, potentially for supply chain activities. The Masterplan, which has been subject to extensive stakeholder engagement and public consultation, marks a turning point for Eyemouth and the harbour, whose first pier was built in 1747 although the natural harbour dated back to the 13 th century and had been used for the trade and cargo of its day. It seeks to address operational constraints, such as limited berthing space, shallow water depth, and ageing infrastructure. The Masterplan is designed to support growth while safeguarding Eyemouth’s fishing heritage, enabling traditional and emerging marine industries, and onshore activities to thrive side by side. It also outlines wider, transformative benefits for the area, including investment in housing, transport infrastructure, skills, and significant opportunities for jobs and local supply chains, while helping to protect the coastline from future climate impacts and erosion. The Harbour’s location on Scotland’s east coast places it near several key offshore wind developments licensed by Crown Estate Scotland, with the prospect of further developments in English waters. This geographic advantage positions EHT to strongly support long-term supply chain growth and marine energy services on both sides of the Border. The Masterplan is designed to ensure the harbour has the infrastructure needed to respond to these opportunities If delivered, the Masterplan could generate over £20 million in additional annual Gross Value Added (GVA) for the local economy, safeguard existing fishing jobs, create sustainable jobs, and unlock many benefits, including tourism, skills development, and local supply chain growth. Public consultation showed strong local support: 80% rated the harbour expansion as a high or medium priority. Subject to funding, feasibility and regulatory approval, construction could begin later this decade, with the earliest operational date pencilled for 2031. Eyemouth Harbour Trust secures funding award from The Crown Estate Supply Chain Accelerator for next phase of £250 million harbour expansion

Eyemouth Harbour Trust has secured a £1.4 million award from The Crown Estate’s Supply Chain Accelerator towards delivery of the technical work required for the next stage of its proposed £250 million deep water expansion.

The funding, which under the terms of the award provide up to 50% of total costs and requires to be match funded, will deliver the Full Business Case, Environmental Impact Assessment and Site Investigation required to move the project towards investment-ready stage. This phase will establish the engineering, environmental and financial detail needed to confirm feasibility.

The Environmental Impact Assessment will analyse for example visual impact, noise, light, and effects on the marine environment. The Site Investigation will include borehole drilling to define seabed conditions and inform construction design and cost, and the Full Business Case will bring these findings together to support future investment decisions and validate overall project value.

The Crown Estate’s Supply Chain Accelerator is a £50 million fund, established in 2024 to support the development of offshore wind supply chain capacity. The programme provides early-stage support to port and supply chain projects and has funded work across fixed and floating offshore wind, including manufacturing, fabrication and port infrastructure.

The harbour extension is central to the Harbour Masterplan, launched in August 2025. The Masterplan sets out the proposal for a deep-water facility to support offshore wind activity and wider marine uses. Current plans include around two hectares of laydown space, approximately 700 metres of quay and berthing, water depth of 10 metres below chart datum and a heavy lift area with a capacity of 20 tonnes per square metre.

Offshore wind is identified as a substantial driver of future activity. Eyemouth already hosts the Neart na Gaoithe (NnG) operations and maintenance base, which is expected to support around 50 full time equivalent roles over its 25-year lifespan together with supply chain work.

The harbour expansion could potentially support further construction and operations and maintenance activity for major offshore wind projects near to Eyemouth, including the 4.1GW Berwick Bank project, as well as Ossian (3.6GW), Morven (2.9GW) and Bell Rock (1.8GW), alongside wider opportunities within The Crown Estate’s UK8N area of opportunity south of the border. Early estimates indicate that around a further 200 full time equivalent roles could be created locally, contributing around £20 million each year to the local economy.

The Masterplan was developed through extensive stakeholder engagement, including with harbour users, community organisations, South of Scotland Enterprise and Scottish Borders Council. Engagement will continue as feasibility work progresses.
